Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from multiple capitals. Considerable effort is allocated on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track missile launches from across the border, a capacity afforded by current data. From witness perspectives, defense planes that had been dispatched to engage hostile guided weapons streaked across the sky – modern combat jets delivered to Ukraine by European allies.
Moments later, Kyiv's missile defense engaged: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely provided by Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from catastrophe and another blackout.
Persistent Threats
Not long after, a heavy machine gun fired at a drone somewhere nearby, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the hostile drone – it continued its flight toward its destination.
Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those entire period demonstrated Ukraine's critical military reliance on international aid – a dependence that European nations are evidently unprepared to replace in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, no doubt, endure.
Strategic Calculations
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government assumes that it is unrealistic to pressure the Kremlin to abandon the territory that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does little to prevent Kremlin actions, through words or deeds, from believing that the situation will not evolve additionally in its benefit in the coming year.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will carry on as long as Russia's government remains supremely confident in the outcome.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but avoiding a total frontline collapse until situations evolve in its favour.
Existing Situation
Realistically, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are driving the talks.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new plans based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on sustained allied backing.
